polls and surveys: for those from the U.K.?

I'm an American and I've heard alot of people from the U.K. use the word chav, what does it mean?

    Council housed and violent although many say that this came after the word itself. Basically it is someone who stereotypically wears tracksuits, is in trouble with the law a lot and is not well educated
