Should i smile or start a convo with him?

So theres a guy on the bus that i usually take to university in the morning. Couple of months ago i noticed him but that was only because he was wearing pants with reflexives on it. So i was trying to figure out if he was in the fire or paramedic program.. Then i started taking the later bus so i never saw him but anyways couple of weeks later i saw him again. He sat in the back row across from me. And i could feel him looking quite often and then looking away.

But since i take the bus so early in the morning i didn't notice it or even take it so seriously. And then last week i saw him again and we did make eye contact a couple of times but i always looked at away and so did he. But every single time i looked away or looked down to read my notes, i could feel him looking. When i look up, he turns away.

Now, idk if i should smile next time or try to hold eye contact with him..then once we establish that maybe try to talk to him when we get off the bus since the bus is always pretty packed. Or if I'm just reading into this too much and i should just ignore it..welp
