I don't receive email notifications when someone I follow posts a question?
And yes. In my preferences, the box is checked to Email me when: "Someone I follow asks a question"
I know my contacts are posting questions and I have not been blocked. I noticed this began a few weeks ago.

That has been a recurring issue on the site lately. Not sure if it is a glitch, or a change in how they are handling things, but there IS a simple workaround. Click "Answers Home" at top left, click "Answers" and find the small "customize feed" gear at the top right of that list. Click that, select "My Network questions" and save it. That will put the questions you are looking for right on that list for easy access at any time.
