How do I get to the Photo Opportunity mission in Grand Theft Auto San Andreas?

When the San Fierro Island is unlocked ("Green Sabre" mission) you have free access to the Photo Ops:

IF you have not opened the island yet there are two exploits that will allow access without Wanted Stars.

1. Start the "Drive-Thru" Mission, DO NOT get into the automobile, instead go to the island with the Camera in Carl's bedroom, you cannot save until you return to the mission and either finish it or fail it.

2. Start the "Reuniting the Families" mission DO NOT enter the Motel door, instead go to the island, (same as above).

Using these two Exploits (these are not cheats) will allow for completion of the collection(s) and explorations early in the game.
