Framework is installed by applications. So, different apps installed in your computer the same Framework 4.5 in different languages. An applicaton installs Framework when it can't find it installed it in the computer, so any particular application installed Framework in its particular language because it couldn't find it: couldn't recognize it in any other language.
Additionally, being the same version, very probably they share the same registry keys and library (dll) files.
Means, if you uninstall all those same versons but different language Framworks, all those apps should stop working. Might be even worse if common registry keys and common dll files are deleted so in this worst case and very probable scenario you'll mess up your system.
Some time ago I found 2 different versions of Java installed in my computer, so I uninstalled the older one. Surprise: Java was uninstalled completely and I had to reinstall it.
My best advice: DON'T uninstall any Framework version because you may get the very unpleasant surprise that some or ALL of your installed apps using Framework will stop working.
