How do I repair the coils on an old Johnson outboard motor?

My dad has a small (5hp?) Johnson outboard motor that he s working on. He s wondering if it s possible and/or necessary to repair the broken resin (?) coating that covered the coils on the top of the motor. I know nothing about this, but he wanted me to see what I can find out. I took a picture of the area in question, and can email that, if it s helpful.

A cracked coil is notoriously a source of failure in many vehicles. They should most certainly be replaced. a Google search of "cracked coil pack" will further illustrate.
