    I've used that and never meant anything racial. It simply says...to me...that there are too many people giving orders and not enough people to take them. It says what it needs to say quickly and accurately. If that is racist, I won't use it again. None of the other answers say it quite so accurately and I think everyone understands it a comment about too many leaders and has nothing to do with Indians.
