What is an "LED Driver Development Board" and what does it do?

Update:

Why is it called the name of a; "DRIVER DEVELOPEMENT BOARD"?

Driver? Like drivers that install in Windows7 when I connect something via USB and it "Installs the necessary drivers for the Item to work"? IDK

An LED is a Light Emitting Diode. A driver is a circuit that supplies a signal to make some component or sub assembly work; in this case, the LED.

I would assume a Development Board is a kit of parts that let's you experiment at building the LED Driver.

In this case 'driver' is a circuit that supplies current to driver. Sometimes that circuits can get complex employing integrated circuit as LED requires certain current and voltage. Development board allows you to build different circuits and experiment with them.
