What time signature is this?!?

Not the time signature exactly, but I'm playing a beat that can be counted like One and Two and UH Three and Four and. Is that 'and Uh' a 16th not because it broke the and into "and uh" or what? It's read faster at the and uh too so those "words" have a smaller duration individually.

    That sounds like an eighth and two sixteenths on the second beat.

    The time signature is probably 4/4.

    Or is it a triplet? Cause that's what makes the most sense to me. One and two TRIP LET Three and four and. If so, is that still just a 4/4 or 8/8 whatever time signature?

    Beats 1, 3 and 4 are pairs of eighths, beat two is an eighth followed by a pair of sixteenths.

    But the "and" falls on two and a half beat, and the "uh" falls on the two and three quarter beat; they are sixteenths.
