This is an interesting suggestion. After all, people need to consume resources to be alive, and if the population exceeds the resources that we have there will be war over the resources that we currently have.
More likely we will figure out ways to live more efficiently (reduce waste + consumption, for example). In a roundabout way, maybe.

False, reducing your total population of a country would require war or genocide or forced famine.
