in that case, I have a bunch of ham equipment. Everything, in fact, to set up a system. Everything. Halicrafters. What do I do with it?

It is hard to sell today. No one wants it. Solar cells and towers are doing away with Ham Radio. Tubes if tube sets are imposable to replace tubes. If a modern set you could join a club, get a permit and use it.

Yes you have to have a license to operate ham radio (amateur radio) equipment because doing in wrong interferes with other users including emergency personnel.
No this is not the best place, based on few answers. Contact your nearest ham radio group, most of them are very friendly and enthusiastic and will be happy to guide you through getting the basic licenses and maybe even help set up your rig.

Get in touch with a local ham radio club. They may be able to help you sell it, and perhaps give you an idea as to what it's worth. Also check e-bay & Craigslist for similar prices.

Modern Ham Radio gear is more fun and easier to use.
