USA University/College education cost for Canadians?
I know tuition fees for international students living in USA is tremendous and very expensive.
but are Canadians considered international students in USA as well? Do Canadians have same benefits as local students in USA do?

No. US tax payers subsidize the amount that citizens have to pay at public funded colleges. So if you appy to these type of schools ie. the University of Californai you will pay more. However, private schools such as Stanford cost pretty much the same for everyone although they may restrict the number of international students they accept.

Canada & US may be the two countries in the world most "joined at the hip." Very close ties. But they are still separate sovereign nations. A Canadian student in the US is a foreign student. An American student in Canada is a foreign student. Pay foreign student tuition & fees, etc.
NO financial aid is very likely unless you are a truly exceptional student - most financial aid in US comes from tax dollars & restricted to Americans. Absolutely no working, either. Most Canadian students go home for the summer & work there while back home with mom & dad. Just like Americans do, and like lots of other foreign students. You can work without restrictions only in your country of citizenship. Summer jobs back home help with expenses during the school year.

Is Canada part of the US? No? Then we don't get domestic rates. Can Americans access the same benefits in Canada as Canadians? No? That's because they aren't Canadian. So, Canadians have no right to any benefits as American students.

Yes; obviously. As Canada is a different country, its citizens are international students when they study outside Canada.
