Ive paid someone for work he promised to complete and he has yet to show up. What are my options?

    Ok this is a somewhat long story but I'll try to keep it as short as I can. My water went out so someone from our local waterworks referred me to a friend of his to fix it for me since it was on my property and therefore not the city's problem. This guy comes out and works himself like a dog for days until finally he was able to restore my water which I was delighted about. To the tune of 2100 dollars which I wasnt so delighted about. Both parties are satisfied up to this point but in the process of fixing my pipes he had to tear up part of the sidewalk outside and part of my kitchen floor since my pipes ran underneath it (It's a very old house. Apparently that was common back then) So we had a hurricane skirt the carolinas recently which gave us pretty much just cloudy skies and a little rain like it usually does (Im in Virginia) so Ive been calling him for days trying to find out when he's going to repair my sidewalk and kitchen floor. When I finally did get a hold of him he tells me he'll be here as soon as the weather clears up. Well the weather cleared the next day and he didnt come. The last time I saw him when he fixed the pipes themselves I gave him 900 dollars. 400 for the sidewalk and the other 500 to restore my floor but he's not answering his phone nowadays. Now before anybody says well that was a stupid thing to do, the only reason I did that is because up to that point he had always come when he said he would and he'd done a great job. So my question is what are my options? Can I take him to court to either legally compel him to finish the job or can I take him to court to get our money back? Only those who have gone through this, lawyers or paralegals respond please. Thanks
