What is the NADA or KBB value on the bike for your area and its overall conditions - subtract about $250 from average retail price to replace the front seals unless it is priced correctly already for the repairs, and you have a fair price.

Make sure you see or ride the bike under full power - have the owner drive it by you fast shifting all gears as he goes if he won't let you ride it. Starting means very little if there are clutch issues, braking issues etc. all adds up fast on older bikes (if parts are still available).

You can only judge that by looking at it, hearing and seeing it start and test-riding it.

First closely examine all the paperwork, especially the numbers, anything that arouses your suspicion about the provenance of either engine or frame walk away. Assembling a written-off bike from mix and match stolen parts is a well-known trick.

Why haven't they replaced the fork seals! It's not that difficult and would enhance their selling price.

If they can't even do that much maintenance, I can imagine they haven't done a lot of other easy maintenance.

If the seller says it needs something replaced and doesn't replace it himself. That means he already spent too much money fixing the bike and just can't be bothered doing it anymore. I recommend you to offer him about $800 and say otherwise I'm not taking it.
