Should I call the company and ask when they will decide if I get the job?

I sent the job application 9 days ago by mail, and I have not recieved any answer yet.

Some history: I sent an email 3 weeks ago asking if they needed workers.

After more than one week without reply I called the same guy the email was sent to, and asked if they had recieved the email etc.

He apolligised for that he didnt reply yet and was thankful for that I reminded him. He told me they needed workers and that I should send him the Job application with CV.

So 9 days later I didnt get an reply, should I call him and ask when they decide who get the job?

Update:

They day after I sent the application, i got an "auto" answer, which stated they will contact me soon.

    Employers like it when applicants follow up... Never ask who got the job, you can just say, "My name is ___ and I'm calling to check if there are any updates on the job I applied for." At least wait two weeks after you haven't heard back... I would make sure you have several applications applied in different locations and always follow up.
