No, that was recently outlawed. There is a minimum 5 year sentence for playing blues, and for jazz the sentence is 7 years.

Absolutely, WW2 destroyed Jazz-culture in Europe, but it was actually more popular, and often much better(because European Jazz artists experimented a lot more), in Europe, than it was in the US.
It's why before the war, a lot of African-Americans moved to Paris, to live free, and enjoy the Jazz-culture.

What a dumb question when it's all over the place in videos, record/music stores, night clubs and schools with every race, religion , and gender involved ! ! Go find it like we all had to do ! !
