Is a water seal around the main shaft on the water pump housing on a Yamaha 100 outboard motor?

I just took the impeller out and it looks like molten junk in the housing around where the shaft goes through it. I know a damper water seal is under two screws on the housing. But is water held back with a seal going up the long shaft? Or is the impeller up against the insert cartridge so tight the water will not get around the shaft?

    Your water pump housing is shot. Replace the upper housing, impeller, and wear plate.
