    It looks like it could be monjayaki or okonomiyaki

    Looks like Oknomiyaki.

    It's a type of pancake made with flour, ground up seafood, and cabbage. It's then served with some mayonnaise, okonomiyaki sauce, and a sprinkling of seaweed and dried fish flake (bonito). Many cities have their own variety that includes thin slices of pork, or shrimp, or serving the okonomiyaki topped with yakisoba and a fried egg.
