Yes it all depends on the girl and her personality. I'm kinda shy so I may be awkward about it but if I liked the guy and he told me he liked me I would tell him I like him to. And some girls are just compfortable about this kinda stuff.

Yeah they can. Its understandable. For one, it would be fishy if she were to jump up and down super excited..And even more fishy if she rejected you (although its not fishy, just straight to the point). GIve her some time and if you notice her body language being different, then you'll have your answer
