No. They don't NEED to do so, but should be encouraged to do so.
Rich people should voluntarily research programs, charities and foundations that help the needy responsibly, and then choose to donate to some of those reputable programs, charities and foundations.
Government should not forcibly take money from rich people simply because they are rich and give it to poor people simply because they are poor. Government is not a charity, no matter what liberals try to convince you it is.

Rich people do give -- a lot -- of their wealth to the 'needy', in the form of both taxes and charity.

Heck no! The needy need to work their way off their addiction to welfare--out of the DEM plantation--and onto the tax-paying middle-class. That's the solution to poverty.

Sure; but if it's my money, I like to know what it will be used for. I would like to choose my own charity, or give directly to somebody in need. Perhaps some wealthy people prefer to give it to the government, and let the government decide where it goes.

No, that does not make any sense. To increase the middle class. If the middle class has more disposable income, they spend more, creating jobs, increasing small business, creating a robust economy. This also increases the tax base to help pay our debt down.
