Since he/she can ONLY practice medicine in his/her country of citizenship, & must pass that country's medical exams to complete practical training, hospital internship/residency, then practice, best to go to med school in your country of citizenship.

Indians holding Chinese mbbs are allowed to sit medical exams in India, but ultimate pass rate (typically after many attempts year after year) is only 12%. Chinese mbbs is not acceptable most places, so if citizen of India, it's a terrible idea, and if citizen of another country, entirely worthless & futile.

Can she speak any languages which would help narrow down her options?

Can she afford the cost?
