Baserunners don't steal bases as much as they did in the 1970's and 80's because the value of the stolen base has been recognized as much less than they thought it was and the cost of being caught stealing is recognized as being more costly than believed. Instead, baserunners are trying to steal more efficiently - they don't run as often, but their success rates are much higher.
In 1974 (the year Lou Brock stole 118 bases), the NL had a 66.7% success rate on stolen bases.
In 1982 (the year Rickey Henderson stole 130 bases), the AL had a 63.7% success rate.
In 1985 (the year Vince Coleman stole 110 bases), the NL had a 69.6% success rate.
In 2014, the AL had a 73.9% success rate and the NL had a 71.6% success rate.
As such, I do not anticipate anyone stealing 100 bases in the foreseeable future - Billy Hamilton could do it if he got on base more often, but he doesn't.

Eventually someone will again steal 100+ bases, but none of the guys today, baseball is over focused on HR #'s.
