Aside from some web sites that compile spam email addresses people have reported, I don't know of a way to sort out marketers. scam operators may rotate through a number of different email addresses so you don't recognize, as do site telemarketers.
In some cases the IP address of the mail service rather than just one address can be black listed.
Marketers can experience a drop of deliver-ability after having sent a large volume of messages, as some ISP postmasters start blocking them. There are bulk email/auto-responder se4rvices like Aweber or Constant contact, require an opt-out link on all emails they send to make it easy for recipients to cancel the list subscription at any time, that sort of responsible helps them maintain good deliver-ability rates.
