Yes, Traditionally the change to the next model year is in July. So a truck built in August of 1998 would generally be a 1999 model.
This isn't carved in stone or even a rule at all. Many a new model started production as early as March, Some Hondas and the very first Mustangs pop to mind. The same year until July, next year model after July is just a guideline.

No... you can rebuild it at that time in point but they didn't build a vehicle from 1988 in 1998
