A "Publisher" is a business executive who's hired by the board of directors, and that's not going to be a job broken down to list on the government job info site - you're looking at a basic manager position. The payment varies all over the board.

One skill that comes in handy in a lot of professions these days is the ability to perform a basic Google search. I was going to leave links for a couple of sites with helpful information about your question but I decided if I can do that and I don't care even a little bit about what you do with your life, you can do it just as easily assuming you do care what you do with your life.
