Complaining is often the first step in raising awareness of a problem. The bad part is when it stops with just complaining but not doing anything.

The only thing that it will solve is the mental condition of the complainer too get something off their chest, in a manor of speaking.

My butt hurts because I have a thorn in it; however, I can complain about it all day; but, the pain will not go away until I pull it out.

Yes, Because it causes discussion and when it comes to negative things people will often ignore them and focus on more positive things for their own well being but when you bring things up even if its complaining you are creating discussion and that is important for getting things done and keeps people out of the dark about certain things they might not be aware of, Or at least that's how I see it.

Problems must be discussed and defined before we can solve them. Moaning is a VITAL part of the process.
