I got a new internet service and have not been able to submit answers . AM I blocked from submitting? Does Yahoo just do that?

No, they don't. If you were suspended, you could not post at all. Try the normal fixes for issues with this site:
> Refresh the page a few times
> Sign out, clear ALL cache, cookies and temp files, restart the device
> Be sure java, flash and browser are updated
> Try a different browser.
