Is the WiFi at Quality Inn free?

Yes, but you have to know the password to get on. You can only get the password from the card they give you, or when asking at the front counter when renting a room.
Actually, I just noticed you said "Quality Inn" not "Comfort Inn" which is what I was thinking of. Although, I assume it might be the same but I don't know for sure about Quality Inn.
