i live in PA and take my driving test tomorrow, will the guy fail me if my check engine light is on?

Not only will he fail you, he will cut off your head and impale it on a large wooden spear and bellow out his war cry to the rest of his driving instructor barbarian brethren lol.
No the check engine light is there to alert you that there's a problem with the engine or emission control system. The instructor just looks to make sure all your lights are working properly.

Of course you will fail it is telling you to check the problem and fix it and not drive with a defective car. Only a complete idiot would ignore it.
