I am trying to locate my sister and I think I know her general city. But is there anyway to find her without paying fees?

    Living people have privacy rights, so searching for them is difficult as you can't look at their records, so you can only use things that they may advertise themselves on, such as social media like FB, or if they have a phone and allow themselves to be in the phone book, if they register to vote, so on the electoral rolls and so if they are over 18yrs, still single so their surname hasn't changed....... you could also look at the local newspapers in the library archives, see if there is any stories ( same online) as if she is involved in a group, sport etc that way you can often get more information by doing further research about them, where they meet and that can open up other information

    has she lived there for a couple of years? If so then just type her full name into the google search. There are websites that have names and addresses and phone numbers on them, or just the name and state, some are free and some are not. Search thru the names till one looks like it's her.

    Facebook, Spokeo, Intellius, zabasearch, Twitter . . .

    Even Google, if she is an adult. She might, for instance, appear on the board of directors of the Friends of the Library, or high score in the teacher's bowling league summer tournament.

    Put an ad online or in the newspaper of the city she is in.

    if you have an address, then send a letter; if not, then you can try placing an ad in their local paper; otherwise, a private detective is about it ( I would not trust any online site )
