Contact someone without having to make them pay?

My friend is going on a cruise and he thinks there will be no wifi connection. He doesnt have a cruise ship package, and it doesnt make sense for him to get one, because of the high rates. Is there an app we could use to be able to contact each other without wifi, or making him pay money (from data?) please help me.

    The phone can only make and receive calls and data using cellphone towers or using a wifi connection and VOIP service such as Skype.

    On a ship at sea the only cellphone towers will be on the ship and the only wifi will be that provided on board. So if your friend wants a connection he's either going to have to pay the cruise ship company for their connection package or will have to wait until he's ashore or very close to shore. Or he could just accept that he's on holiday and relax without the phone. There will be internet cafes on board for other services, and the ship will also have payphones if you really cannot manage a short while without a chat.

    Urgent news such as births, deaths or real family emergencies can be notified to the cruise ship company who will then relay the news without delay to your friend.

    The easiest way would be to contact the cruise line and find out if there is wifi. the information he needs is literally a phone call away.

    No. There is no possible way that this can happen. There are apps that claim to do so, but are all cons.
