America's IOC representatives have devoted their lives to furthering the USOC's objectives. Relationships built over many years matter a great deal.
Jenner, to the best of my knowledge, has done nothing in recent decades with the IOC or USOC. Thus, she likely has no rapport with any IOC or USOC members.
So in the name of competency, I say no.
