Is this a cicada? What is it doing?
I saw this green insect which appears to be a cicada on top of this brown looking shell like body. What exactly is going on?

Your follow-up question with the photo was well-answered. But briefly, yes, it is a cicada. It is emerging from its exoskeleton after coming up out of the ground, where it has spent many years. Different species spend different amounts of time underground. Here is a 2013 article about it:
