Is kind of insects are these? What are they doing?

It's very interesting looking. It's been here for a few hours just sitting on this brown shell looking creature

    It is one insect, cicada, green adult that has just emerged

    from larval exoskeleton that appears brown.

    Adult color will likely darken a bit as it dries.

    Where are you at?

    Location will be of immense aid in nailing down species.

    Emergence marks them breeding, laying eggs, and dying

    that emergence called ecdysis
