Can commemorative coins be used and legally circulated?

    only those struck by the mint of the country they're to be used in ... but that would be rather foolish since they're worth more than face value

    Depends on who minted them, if is is something never meant for spending but just a token and so it. Want to tell us the kind of coin you are discussing I am sure one of us can tell you.
