google play is the app store it is where you can get all other apps and your carrier (Verizon, tracfone, etc.) gives you a phone number when you activate the phone. If you are are still unsure about your number call the company they will help you out.

you link a phone number to it via a carrier like AT&T and google play comes with the phone by default. It's best to ask the person you got the phone from these questions. If you bought the phone from a carrier they should have gone through this with you and told you your phone number.
