Why do women wear sexually suggestive clothing and then complain when guys stare at them?

Because they want the attention, but also want people to believe that they don't want it. They also only want the attention from some guys and get annoyed when guys they don't want show attention as well. It's not really "fair," but it's just the way things work.

A possible exception is that the girl doesn't perceive what she's wearing as sexy. For example, a busty girl wearing a tank top on a hot day might look extremely sexy to men, but she's just dressing casual and appropriate for the weather and wasn't trying to attract stares. A beautiful girl shouldn't have to dress more conservatively than less attractive women just to blend in with the crowd and it's wrong to make her feel like she should. But usually it's pretty obvious which women are actively seeking attention (painful shoes, unseasonable clothing, etc.) and which are just pretty girls going about their normal lives.

They usually like it when guys look at them. They like being sexy and getting the attention. But they dont want other people to know about it. And thats why the act like that. They put on that play so that others think they are decent. And i cannot blame them. This is something that was created from ancient years, where women had no freedom almost in any country in the world. Their fathers, their husbands, forgave them to wear clothes like that, because they did not want the name of the family being mocked. And of course this was stupid. But my point is, women dont want us to know that they have that kind of personality because of one of the stupid stereotypes that exist. "It is ok for men to try and be sexy and hit on girls freely, but its not cool for a girl to do the same." Those words made it look as if it something bad if a woman does it, although it is not. But anyways. I believe this is the reason. To make it look decent they act like that.

Because they can. It's all part of the attention seeking game which they want full control of. Who cares if they complain? Just enjoy the view.

Because they are sluts and like attention but act like they don't like it by complaining. Trust me I done it but stopped because I got nowhere in life!

When they say it, they want...attention. They like trying to say..

"Oh I'm gorgeous, look, they staring at me." :D

Because any attention is better than none.
