"USB device not recognized"?

I use a windows 7. My mouse sometimes disconnects and reconnects. My computer sometimes says this message,

    I've had it where the cable was damaged on the mouse (ironically chewed by a hamster)

    but also a usb driver problem can cause it

    disable the device in the device manager then re-enable it, that sometimes reloads the usb driver
