When we visited Evora, Portugal we noticed that there were no potted flowers or hanging flowers anywhere in the old city. why?

Coz during the summer the temperature goes up to 45º many times and during the winter is ice cold. The weather his quite dry all year round.
Many houses are only used during summer or weekends or villagers are mostly elderly people unable to care about flowers.
Either winter or summer ruins the flowers unless someone is there in full time.
