When You block someone they cannot answer questions you ask, but yes they can see them.
There will not be an Answer box under the question.
If you ask as Anonymous the Answer box will show and if they they try to answer it will not submit.
They cannot comment on answers you give on other questions but they can comment on answers given by other users on your questions.
They will not be able to email you using the Y!A email and will not be able to see all your Q&A on your profile even if not private.
They will not be able to Follow you if you allow Followers.
They will still be able to report any questions you ask or answers you give and if level 7 they will still be able to move your questions to different categories.
If someone blocks You and they answer your questions you cannot choose them as Best Answer.
If you block someone and answer their questions they cannot choose you as best answer.
Works the same if someone blocks you.

Yes. All blocking does is keep them from answering your questions. Otherwise, they can see everything you do just like normal.

the blocked person will be unable to see YOUR asked questions.
I'm not sure if the person, allows to see your answered questions for others. I think it dose allow the name to be seen. But as soon as the blocked person clicks on it. It's unable.
But the good thing is you can always make anything at all anonymous. The question you've asked, the questions you have answers etc..
