I've often wondered if I should get a Vespa--I've always had this love thing for Vespas (has to do with seeing ads for mod girls in white go-go boots riding them around). Vespas are powerful enough to ride in the street and you have a little bit of room for a bag of groceries. But on the other hand, at least in my town, you cannot ride any motorized wheeled thing on the sidewalks unless they are handicapped-approved (like Rascal scooters--something else I want, with a flag, in that candy red color). Anything less then a Vespa really wouldn't work in my town since we have hills though--but I just need to get to the grocery store and across the park to the other side. But I'm a chicken, I've seen car vs. motorcycle accidents (and bike vs. bus; etc.) and the guy on the 2-wheelers always loses. Plus I've nowhere to park it. I'd go into the sales shop and ask questions, see if you can try it out to see if it's hard to handle, if the seat feels ok to you (remember, you don't want to get uncomfortable after 5 mins when you're in heavy traffic), how much juice the thing takes and about how often you'll need to recharge (might need a special hook-up).
