Does cpu or hard disk speed effect file coversion speeds?

Looking to buy a new computer and interested in speeding up transferring .avi files to .mpg. I use a Mac program and it is quite slow as my computer is 6 years old. What should I be looking for in a new computer and will it be any faster?

    I'd say a little bit of both. I'm no expert, but It will have to read it from your hard drive, then the CPU will convert the file, then write it back to the hard drive. If you're using a hard disk drive and not an SSD, i'd imagine the bottleneck is your Hard drive
