How can I build a new homepage?

Update:

I want something that shows up on my screen when I turn on the computer, and has links to all my favorite comics, horoscopes, news services. I could build that with a free website, couldn't I? Or maybe a wordpress blog?

    Why are you not putting the links into your 'favorites' up on your toolbar?
