The Elder Scrolls Online: Tamriel Unlimited?
When the game first came out in 2014, there were many problems. However with all the updates and the release of the console version it has vastly approved.
However, I have one question. Is it still forbidden to attack online players?
Ex: When starting the game and coming into tamriel, can you randomly decide to be a jerk and start whacking online players and/or kill them?

Well there is PVE and PVP, think of them as entirely different areas with a different storyline. PVE you can only kill enemies and not players, PVP, well, it DOES stand for "player vs player".
