Is AVS (Attendance Violation System) Legal?

So my school has this system where if you get more then 10 days absent in a semester without any notes from the doctors, funeral, ect. Then, you have to get a C- or higher on your final exam to pass the grade.

What I want to know is: Does your school do this?

Is this legal? (because they are failing kids with passing grades)

    all US public school districts have some kind of absence policy.

    Having 10 unexcused absences in one semester would cause problems.
