I learned that carbon can bond with just about anything due to having 4 valence electrons. Everything is made of carbon. Why doesn't everything bond with everything? Why doesnt my skin bond with my shirt. How do they make carbon arrows for archery without the arrow bonding with the air?

Just because carbon can bond with many other atoms doesn't mean it's like sticking LEGO bricks together.

Sometimes the bonds can only be formed by reactions with other elements plus heat and/or pressure.

As for stuff being made out of carbon, yes that's true, but in that case the carbon is already bonded with other stuff such as oxygen, hydrogen, even other carbon atoms. So most of the forms you come into contact has already had its electrons stuck to other atoms.
