I have a saddle fot my horse and it is a little snug on his withers with certain pads but it does not sore him up.What do you think!?

Western or English
Gullets have to span correctly on English saddles
On western trees.. you should be able to get a couple fingers under the pommel while seated
EITHER.. even sweat under... dry spots are evidence that your contact is off...eventually you will sore a horse and pads can't totally correct a really off fit

If its too snug more padding will make it even more snug. Padding only fixes a loose fit.
