it was in a bag of coins i got passed down to me. its big heavy and what i can read says consular service of the united states of america, but its backwords

    Probably a die for impressing paper to authenticate documents. Either stolen from the US Government or counterfeit used to create false documents. If you live in the US, expect a visit from the FBI or other government LE agency.

    Looks like a die for pressing wax or plastic parts. Not a coin though.
