    Cold weather and high altitudes where the air is thinner, wind burn.....

    Probably because of what they get up to under all that clothing. Or possibly embarrassment about personal hygiene (you can smell them coming a couple of miles off - it is simply too cold to take off clothes and wash. They get used to it)

    That looks like it could be rosacea which could be genetically more common among them.
