It's up to you. It really depends on WHEN you feel ready for one. Some find their first love in their early-mid teens, some in their 20s and some even in their 30s. If you can focus on your studies and maintain a healthy relationship, by all means, dive in :)

It's your personal opinion. I'm also a frosh in high school (unless you skipped or got held back or started school early/late). I honestly think frosh year is when actual relationships start.
